Phase III of the building process has begun, but it is actually happening in phases. Yes, there are phases to the Phase. As you can see in the pictures they're sealing the walls. This concrete mixture is actually being sprayed on by a special gismo. It saves loads of time. Spay it on and smooth it out. It's mixed with fiberglass shreds that make it super strong when it dries.
